Of all the expats in Cluj, the largest contingent is from Sri Lanka. Why do we use the word “expats,” instead of “migrants,” “immigrants,” or “foreign workers?”
Migrants implies the people are still moving, either nomadic peoples or someone who is passing through to another destination. Immigrants implies that people have an intention to settle in a country long term, retire there and move their families, like the Europeans who immigrated to America.
Foreign workers means we exclude students, family members, and perhaps even entrepreneurs. While Expats are people who go to another country temporarily, who may or may not settle, and it includes all intentions (including students, family members, and entrepreneurs.) Expat, however, doesn’t tend to include refugees nor those who migrated illegally. Nor does expat tend to include those on very short stays, like tourists or summer school students. I think “expat” is the most accurate term.
And as I said before, “expat” includes entrepreneurs. While many famous entrepreneurs are known as immigrants in the history books (including Rupert Murdoch, Eric S Wang, Andrew Carnegie, Anastasia Soare, and others), many these days refer to themselves as expats. While Rupert Murdoch had to renounce his Australian citizenship and become American to own a US-based TV station, things have changed since then.
